Every year in spring, the meetings of the National People’s Congress (NPC) take place in Beijing.
每年春天，全国人民代表大会会议都在北京召开。
This year, the NPC opened on March 5. Targets were announced for 2019, the 70th anniversary of the founding of the People’s Republic of China.
今年，全国人大于3月5日开幕，宣布了2019年，也是中华人民共和国成立70周年的预期目标。
In front of nearly 3,000 NPC deputies who gathered at the Great Hall of the People, Premier Li Keqiang delivered the Government Work Report.
近3000名人大代表齐聚人民大会堂，听取国务院总理李克强作政府工作报告。
The country set the target for economic growth at between 6 and 6.5 percent in 2019, said Li. China’s year-on-year GDP growth came in at 6.6 percent in 2018.
李克强表示，2019年经济社会发展的主要预期目标是：国内生产总值增长6%－6.5%。2018年，我国国内生产总值同比增长6.6%。
“The lowered growth target reflects both domestic and external uncertainties the Chinese economy faces,” said Cheng Shi, chief economist at ICBC International. “On the other hand, it is in line with China’s transition from high-rate growth to high-quality development.”
“增长目标下调反映了国内外经济形势的不确定性”工银国际首席经济学家程实表示。“另一方面，也匹配了中国经济从高速增长转向高质量发展的模式转变。”
Meanwhile, the country plans to create 11 million new jobs this year. The central government will work to ensure employment for key groups, such as college graduates, demobilized soldiers and migrant workers, and will give stronger support to urban job seekers facing difficulties in landing jobs, Li said.
与此同时，李克强表示，我国计划今年城镇新增就业1100万人以上。中央政府将扎实做好高校毕业生、退役军人、农民工等重点群体就业工作，加强对城镇各类就业困难人员的就业帮扶。
The government will increase support for flexible employment and new forms of employment, work to end gender and identity discrimination in employment and develop vocational education as ways to ease pressure on people.
政府将加强对灵活就业、新形态就业的支持，坚决防止和纠正就业中的性别和身份歧视，并加快发展现代职业教育，缓解当前就业压力。
“Examinations and enrollment by vocational colleges will be reformed and improved to encourage more high school graduates, demobilized soldiers, laid-off workers and migrant workers to apply,” Li said, adding that enrollment in vocational colleges in 2019 will increase by 1 million.
“改革完善高职院校考试招生办法，鼓励更多应届高中毕业生和退役军人、下岗职工、农民工等报考，”李克强表示，并提出高职院校今年大规模扩招100万人。
In addition, the government will reform and refine its systems to facilitate the country’s pursuit of high-quality development and environmental protection.
此外，政府还将改革完善相关制度，协同推动高质量发展与生态环境保护。
The country plans to reduce sulfur dioxide and nitrogen oxide emissions by 3 percent in 2019, while making continuous efforts to reduce the density of PM2.5, a major particle pollutant, in key locations, including the Beijing-Tianjin-Hebei cluster, the Yangtze River Delta region and the Fenhe-Weihe River Plain area, most of which is located in the Shanxi and Shaanxi provinces.
我国计划2019年二氧化硫、氮氧化物排放量要下降3%，重点地区细颗粒物（PM2.5）浓度继续下降，持续开展京津冀及周边、长三角、汾渭平原大气污染治理攻坚。
“Promoting green development comes down to every last one of us. Its success hinges on action and commitment. We must all work together to create a beautiful and livable environment for our people,” Li said.
“绿色发展人人有责，贵在行动、成在坚持。我们要共同努力，让人民群众享有美丽宜居环境。”李克强说道。
