The Fifth Plenary Session of the 19th Communist Party of China (CPC) Central Committee was held between Oct 26 and 29 in Beijing. The proposals of China’s 14th Five-Year Plan (2021-2025) were discussed during the session.
党的十九届五中全会10月26日-29日在京召开。全会审议通过了“十四五”规划建议。
Created every five years since 1953, the five-year plans are one of the major characteristics of China’s governance system. The CPC Central Committee makes proposals for the mid- and long-term socioeconomic development plan, and the State Council will organize related government departments to compile the plan based on the proposals. The final plan will be presented to lawmakers for their approval when the annual session of the National People’s Congress, China’s top legislature, is held next year.
从1953年开始，每五年制定一次五年规划是我国治理体系的一大特色。党中央为中长期社会经济发展规划提出建议，而国务院将根据建议组织相关部门制定规划。最终的规划将在明年召开的全国人民代表大会上进行审议，一年一度的全国人民代表大会也是我国最高国家权力机关。

In drawing up the proposals for the 14th Five-Year Plan, people’s concerns matter to policymaking. While presiding over a symposium attended by grassroots-level representatives in Changsha, Hunan province, in September, Xi stressed that “realizing people’s aspirations to live a better life is the goal we strive for”, and he encouraged the public to offer advice and suggestions on compiling the plan through various channels to ensure that it responds to the wishes of the people and meets their expectations.
